Dear, Ms. Terrazes,
Let me once again, take this opportunity to reintroduced myself to you;
my name is Allan H. Palmer, I have been l library patron, of the Los
Angeles Public Library, for more than a decade. I am library card holder XXXXXX0402459.
I have consistently used the service, of this library, except for the
period, during the COVID 19 pandemic, where the wearing of a
protective face mask, was mandatory for entrance into the library.
Of all the years, of using this library, no patron or library staff (including
security) have ever or could ever complaint, I was disrespectful to them
or I have been knowingly in violation, of the library rules. I make it a
habit of treating people with respect, especially in a professional
environment. Obeying rules, comes easy to me, not because I am
afraid, but because I am a highly disciplined man, and I understand, the
rules are there, for the safety and comfort of all.
However, for some strange reason, the library staff, of the main branch
of the los Angeles Public Library, seems to look for opportunity, to cast
me in a negative light; and because they are unable to find, some
legitimate reason to so do; they resort to lying, with the hopes, their
lies will go unchecked. Unfortunately, this is the third time, I am forced
to write such a report, and the second time in the past two years.
Where library worker is implicated in blatant and willful lying.
Maybe the management of this library, can tell me, what did I: a library
patron, whom the library staffs, are obliged, to provide with
professional service; did, to deserve such vitriol laced treatment from
library staff?
This report is based on an incident of theft, which occurred at the
central branch, of the Los Angeles Public Library, an incident, I reported
to the on-duty police officers. However, the lack of law enforcement
professionalism displayed by the on-duty police officers; as well as, the
fraudulent acts of both, the police officers; and the member of the
library staff, that manned the Computer Center, at the time of the
incident. Is nothing short of criminal.
My main concerns are twofold:
Member of Staff committing an act of fraud, etc. (Lying to the
police officers)
The incompetence, unprofessional and fraudulent conduct of the
police officer on duty.
It is important to note, everything that will be outlined in this report are
checkable facts; that can easily be validated; they are not merely
groundless allegations.
The facts are as follows:
On Tuesday 12 th August 2025, at 5:03 PM, I put my information into the
Techkios, that is located immediately, outside the Computer Center, on
the floor Lower Level 3 and I received a laptop computer.
After which, I plugged my cell phone into the outlet, that is located
adjacent to the Kios; in the vicinity of the AED apparatus. I place the cell
phone into the target bag, I had with me, that contained some food
items. While the phone charged, the charging cord stretched out of the
bag and into the outlet; As I did on two occasions before without
incident.
The phone that is the subject of the theft report is a Vortex cell phone,
and it carried, the then active cellphone number 213-691-2589. The
phone has a value of approximately $100.00.
What was more valuable than the phone, is the information, which
include a twenty-two minutes long informational documentary that
which required a lot of technical skills and very time consuming, was
done for social media. All which was lost with the theft of the phone.
One of the chairs, with the rotatable desktop, was already in position
immediately, in front of the Computer Kios. With the back of the chair
to the wall and the front facing the Kias. I occupied that chair, so I can
keep my eyes on my property, while my phone charge.
While I sat on the chair, and was in the process of using the computer,
a Caucasian fellow, who was dressed like a hobo or a champ, carry a
back pack on his back, came off the escalator from lower level two (LL2)
onto lower level three; and he stood for a while, leaning on the wall
next to where I sat. The wall that acts as a safety rail, that prevent
patron and other literary users, from falling to the floor on lower level
four. I did not check the time of the man’s arrival onto LL3.
However, the Caucasian man, that dressed like the hobo, then walked
towards the area where my bag was, and stood there, looking forward.
I stopped what I was doing and I placed my attention on the man,
standing next to my bag. I was not sure what he was doing, what he
was looking at or what his intentions were. However, he stood in the
vicinity of the Kaios, looking straight ahead. I assumed he was trying to
figure out how the TechKios works.
As a result of my assumption, I turn my focus back to what I was doing
on the laptop. While there, out of my peripheral view, I saw the
Caucasians man, returning from a bend over position; over my bag. I
fixed my attention on the Caucasian man and my bag, which contained
the cell phone. I noticed the phone cord was still stretching from the
bag, as I placed and left it. Unfortunately, because of the visual, of my
property, I took it for granted, all was as I left it. And my phone was still
in its place.
The fellow then left the area in front of the Keios and walked somewhat
into the vicinity of the upright structure (the art work) that is on the
balcony of lower level three (LL3). Once again, he put his back to the
wall and stood there for a while. Now the Caucasian man, who dressed
like a hobo, was away from my property, I had no reason to continue to
keep track of the man.
As a result, I went back to doing that which, I was doing on the laptop,
giving my full attention to it. But I was very mindful, of my phone being
charge in the corner. Apart from that Caucasian man, no one else, came
into that vicinity while I sat there (Between 5:03 PM and 7:50 PM on
the 8/12/2025). No one attempted to, or took a laptop from the Keios
and no one attempted to, or returned a laptop to the Keios.
This assertion can be verified or disclaimed by a review of the
surveillance footage from the surveillance camera that is located just
above the area, where the AED apparatus is located on LL3, the same
area where my bag and phone was located; as well as, from the
accompanying camera on the balcony, of the LL3.
However, upon completion of my assignment on the laptop, I returned
the same to the TechKios and I waited to read the result of my usage
and to ensure I officially complete my use on the system. In so doing, I
was protected my personal and library information, which remains on
the screen of the Keios, for a while upon the return of a laptop
computer to the apparatus.
According to the information on the Kios, I used the laptop for one hour
forty-seven minutes (1hr 47 min). Immediately after I completed my
return of the laptop, I checked my target bag for my cell phone, only to
discover, the phone was missing from the bag. However, the cord was
still in the bag and connected to the outlet, as I left it. I first walked to
the area of the electronic display board, which is on the balcony of
lower level 3, to see if the Hobo looking Caucasian man, whom I saw
coming from a bending position over my bag, was in that area of the
library; the area where I last saw him, but he was not there.
After which, I went into the computer center, to see if the Caucasian
man was in the computer center. Upon a visual search of the Computer
Center, I saw the man, sitting at terminal number 29, charging some
electronic devices. The computer before which he sat: marked
available, and the man attention, was fixed on the screen of a cell
phone, which he held in his hand. The phone the man was using, at the
time I first encountered him in the computer center, was not the phone
I reported stolen.
I approached the man, mindful of where I was, not to disturbed the
other patron, who was using the facility. I respectfully asked the man,
to give me the cell phone, he took from my bag. The man did not deny
taking the phone, from me bag, but he requested; I call then police. I
assumed the man wanted, the police present, because he is fully aware,
as most Caucasians are; the members of the African American {Black
People} community, are afraid of the police and they panic, whenever
they are in the presence of and have to deal with, law enforcement
officers. I am not one of those people.
By this time, the library worker, who sat in the chair, at the service
desk, in the computer center, closest to the entrance, of the computer
center, which I assume, is the chair, the senior staff member, on duty
uses, was standing paying close attention to what was happening.
The suspect was still requested, I call the police. I then asked the library
worker; to call the police, which he did. Two male, corporal, police
officers came to the computer center, where the suspect and I were. I
later discovered they were alleged to be: Cpl. 37713 and Cpl. 31256.
Although Cpl. 37713 wrote their information on a piece of paper, upon
my request, I was unable to understand his hand writing, apart from
the numbers. Please see attached copy of the hand written
information.
Between the time the library worker hanged up the phone and the
arrival of the two male police officer, to the computer center, it was
approximately three minutes. By the time the police arrived at the
Computer Center, the Caucasian man had already disconnected, the
phone he was using from the contraption he was using to charge his
devices. However, when he stood up, I noticed there was another
phone, in his front left pocket that looked like my phone; the phone
that was stolen.
I recognized the phone in the man’s pocket, because he forgot to
unplug the cell phone, which was still in his pocket; from the
contraptions he was using to charge his devices. When the Caucasian
man was in the process of walked over to the police, the cord tugged
on his pocket; it was only then he unplugged the phone, that was in his
pocket. While he unplugged the cell phone, that was still connected to
the external source of electrical power, He was careful not to remove
the phone from his left front pocket.
Cpl. 31256 went outside on the balcony of LL3, with the Caucasian
whom I suspected of stealing my cell phone, while, Cpl. 37713 told me
to remain in the computer center. It was lest than 60 seconds, Cpl.
37713 told me, let’s go outside. By the time we got outside, the theft
suspect was nowhere to be seen. However, his back pack lay on the
floor and other electronics plugs were still plugged into the outlet in the
Computer Center.
When I asked where the suspect was, Cpl. 31256, said he did not take
your phone. He also said; he reviewed the footage and could confirm,
the person, whom I suspected, did not took the phone. He also said the
library worker said the man sat in the position behind terminal 29, for
the last two hours and he never left.
Now there were two major discrepancies I had to deal with.
The library worker knowingly volunteering erroneous and
fraudulent information to the police to try to cause a miscarriage
of justice, which is in its self a criminal offence.
And Cpl. 31256, Claiming to have review video footage of an
incident of theft. That would be over an hour of video footage
within three minutes. This claim is fraudulent claim.
Of the two library workers, that were at the help desk, in the computer
center, the one who spoke to the police on their arrival, to the
computer center, was the same one that made the call to the security
desk upon the request of the Caucasian suspect.
I asked Cpl. 31256 how was it possible, for him to review the video
footage, and he arrived at the computer center, three minutes after the
phone call was made to the security office. Three minutes, is the
approximate amount to time, it will take, for the police to get to the
computer center from the security desk. However, Cpl. 31256 insisted
he review the footage. I told him he is a liar; because it would be
impossible for him to review the footage not knowing where the
incident took place, which of the cameras to review, as well as, the date
and time of the incident.
Both Corporals of police blamed me, for the criminal actions, of some
criminal against me. In other words, they were inferring, I was
responsible, for my victimization by some criminal. They said I broke
the library rules; by plugging my phone where I plugged it. That
assertion of the police was as fraudulent as the declaration, they review
the video footage. The place where I plugged my phone into the outlet;
is used by many library patrons with no complaint from police, security,
managers and other staff.
The police officer informed me, the library worker told them, the man I
accused of stealing my phone; was at his place in the computer center
for the past two hours and he never left.
It seems like the police officers, could not get passed; the information,
the library worker voluntarily, provided to him. For they (the police
officers) ignored everything, I said; but they kept going back to the
statement, the library worker volunteer to them (the police). That
information was: the suspected Caucasian man, was sitting in his place,
in the computer center, for the pass two hours and never left, his place.
Information volunteered to the police officer was clearly a lie. I do not
know or understand, why the library worker, went out of his way, to
provide fraudulent information to the police officers, but he felt it
necessary; and he did.
What was interesting; the fraudulent information provided to the
police, by the library worker, had absolutely nothing to do, with the
facts, as it related to the incident of theft. The surveillance footage will
also prove, that the library worker intentionally, provided false and
misleading information to the police without being asked.
Just a quick basic math, I used the laptop for 107 minutes starting at
5:03 PM (an 1hour and forty-seven minutes). The Hobo looking
Caucasian male, with the back pack whom, I accused of taking my
phone, came off of the escalator “approximately” fifteen minutes into
my use of the laptop, he loiters around on the Balcony of LL3 for some
time, before entering the computer center.
I am sure the library surveillances footage, which the officers have
already recover, will validate my claims and prove the library worker
intentionally, lied to the police to pervert the course of Justice. In legal
terms his actions amount, to criminal offences: of fraud and perverting
the course of Justice.
No matter how much I explained to the police officers; the sequence of
the events; as the occurred, as it related to the theft of my phone. both
Corporals of police, could not get pass the fact, the library worker said:
the man was seated in his position, in the computer center, for two
hours and never left.
The library worker had some how prejudice, their mind, and inhibit, the
officer’s abilities, to move on from his statement and analyze the
information on their merits and or in conjunction with the surveillance
video footage.
I followed both police officers to the security desk, on the first floor,
because I wanted answers. It was about this time Cpl. 31256 who
claimed he reviewed the video footage, went into the video room and
in an effort to save face, began to review the surveillance footage.
Cpl. 37713 asked me, if I will like to make a report, and he proceeded to
give me a pamphlet, with information on how to make a report of theft
online. I asked him: since I reported the matter to you and Cpl. 31256
and both of you visited the scene of the incident and you actually spoke
to the suspect why don’t you take care of logging the report, because I
have already the filed a report of theft to the police; It is only the
process of formalizing the report, by logging it into the police records.
Cpl. 37713 said that is not how it is done. I have to file my own report. I
then proceeded to asked him for the name of the suspect, because they
actually spoke to the suspect. He said he is not allowed to give me the
suspect name. I then proceeded to asked Cpl. 37713, if they took the
name of the suspect he did not answer.
Cpl. 37713, further told me, they will enter a report of theft in the
library long, and I am responsible for filing my own police report. Up to
this point neither of the active-duty police officer, ever asked me my
name. Now, here we are; a police officer, is going to make a log of theft
in the library records, but they did not care, to get the names of the
complainant or any suspect. I am left baffled.
While I was still at the security desk, trying to get some resolution from
the police officers. Cpl. 31256 came out of the video review room, with
a phone in his hands and said it is not the Caucasian man that was
responsible for stealing my phone.
He proceeded to show me a none descript zoom still shot, of what
appeared to be a clad, human frame bending over what appear to be a
red target bag. And he said, it was an African American person, who
was responsible for stealing my phone. Form the still shot, there was
nothing to indicate, the still was taken in the same area of the library,
where I sat, there is nothing to indicate the race, ethnicity or the
gender of the person in the shot.
And there were no date and or time stamp on the still shot. I am still at
a lost if Cpl. 31256 was able to determine the race of the person who
stole my phone, from the still shot; he showed to me on his phone. It
was and still is Impossible, for anyone to make a conclusive,
identification of the race, of the thief; from the still image that was
shown to me on the officer’s cell phone.
What was interesting, the officer claimed to they have obtained the
footage of my phone being stolen; therefore, base on the high of the
surveillance cameras, the placement of the cameras, and the zooming
capabilities of the recording and storing mechanism, that allow for the
review of video footage, it will be quite easy, for an officer who had any
interest in solving the crime to obtain, a positive identification of the
person who stole my phone; if the police wanted to.
However, it seems like the police officers; were more concerned, with
convincing me, the phone was stolen by an African American; than to
actually do their job and detect who stole the cell phone and in the
process solve the crime and recover the stolen property.
In closing I will say, the library worker who intentionally lied to the
police officers, and prejudice their ability to objectively look into the
incident of theft, reported and the police officer themselves. Were
more concern about protecting the white privileges, of the Hobo
looking Caucasian man; than to ensure Justice is or was done.
In doing so, they deprive me of the rights of having my matter dealt
with by the police, without fear, prejudice and or favor, they deprive
me of the right to have my property returned to me; in a matter, where
some judicious actions; would have resulted in the same happening,
but they allow a thief to go free, to injure others in perhaps a more
severe manner; then I was injured.
The truth be told, I am not special, and the fact that I was victimized by
library staff and security of the Los Angeles Public Library, on three
separate occasions, twice in the last two years, at the main branch,
have forced me to conclude; these types of behaviors are wide spread
and the victimization of patrons of color is systematic; and is a part of
the culture of the Los Angeles Public Library.
The thing is most people are unable to express themselves clearly and
comprehensively and just to beaten down to care. And such oppressive
behaviors are left unchecked; giving workers the impression they can
victimized patron of color and get away with it.
I must also emphasize here, it was and it is my intention, to make a
report of theft, to the Los Angeles Police Department. I tried to make a
report on line, as I was instructed to; However, I was unable to do so.
Because the program will not allow me to move on from page one,
without a home tele phone number. I tried on several occasions. I even
tried to use an unrelated business phone number to facilitate the
report without success.
I am hoping, “the powers that be”, will use the information in this
document to ensure a formal police report, is made on my behalf as
should have been done by the on-scene officers and this matter be
properly investigated.
On the police Copy of this report, I will insert in the selected area,
personal information that will be required to facilitate a formal police
report and I will do so in ink.
